Kernidee der Projektentwicklung war, diese Ressource im Zentrum der Stadt durch eine komplett andere Nutzung inhaltlich neu zu besetzen (\u201eneu zu programmieren\u201c) und die regionale Wissenschaft und Forschung und die kreativen Industrien mitten ins Zentrum zu holen.
